将“省直管县”财政体制改革作为拟自然实验,基于全国县级面板数据,利用可有效校正选择偏差问题的 PSM-DID 方法构造“反事实”状态,估计改革对县级财力水平的平均处理效应。结果显示: 改革增加了人均本级财政收入,却减少了人均转移支付水平,且下降幅度较大,致使人均财政总收入减少,表明“省直管县”改革不但无法提升,甚至会在一定程度上恶化县级财政状况。东、中部地区的平均处理效应与全国类似,上述结论具有比较好的稳健性。此外,还进行了影响机制检验,地级市与县、县与县之间的财政竞争以及省对各市、县的协调机制会在一定程度上影响财政体制改革的效果。  相似文献

Extant theoretical paradigms in the field of crisis communication are organization-centric and do not adequately recognize the role of culture. The purpose of this essay is to analyze a crisis faced by Nestle India using the framework of global public relations which defines culture broadly to include political, economic, media, societal, and activist cultures. Our analysis revealed that a multinational corporation with over a century of presence in the country struggled to align itself to the complexities of the cultures of the host country. In the case of Nestle India, whereas environmental variables such as political economy and Westernization of urban India boosted the growth of its instant noodles, the multinational also struggled to cope with the rise of media corporatization, activist pressure and the vagaries of regulatory enforcement not to speak of cultural nationalism. It is evident that Nestlé's crisis response was governed more by its traditional corporate culture than by an ability to keep pace with the changing demands of its environment, leading to the amplification of an issue into a crisis. The study concludes that multinationals that ignore culture will be forced to pay a heavy price both in terms of reputation and the bottom line.  相似文献

检察机关提起环境行政公益诉讼,是促进行政机关履行环境保护职责的重要方式.环境行政公益诉讼涉及检察机关、法院和行政机关三个机关,需要处理好司法权与行政权之间的关系.一方面,环境司法具有能动性,容易导致司法权与行政权之间的冲突;另一方面,基于司法有限性与环境法行政实施的特征,需要重视司法谦抑性问题.而如何认识环境行政公益诉讼的谦抑性,需要从理论和实践的维度进行分析.在检察机关提出环境行政诉讼时,应当尊重行政机关的首次管辖权、重视行政公益诉讼的诉前程序、尊重行政自由裁量权、重视行政不能问题.当然,这种谦抑并不是绝对的,为有效发挥行政公益诉讼的功能,应当把握好这种谦抑性的限度,通过明确强制诉讼范围、确定实体性裁判的要件、尊重诉讼和解等方式来处理好司法谦抑与司法监督的关系.  相似文献

Despite the attention given to universal design in recent years, many people with impairments still refrain from travelling on public transport. This explorative case study, conducted in the greater Oslo region in Norway, aims to add knowledge on why this is so. Findings indicate that insecurity while travelling and expectations of problems along the way are significant barriers. For many it is the sum of all challenges combined, from experience or anticipation that leads to non-use of public transport. The study shows that universal design policy, as of today, does not lead to accessible public transport systems that rendered impairments irrelevant. If society could safeguard the individuals’ travel needs, this might have profound societal repercussions through increased workforce participation and value added in society. Only then can society make the best use of all its inhabitants while championing inclusiveness and equality.  相似文献

The Bruneian Government has set an ambitious target to achieve a top 10 ranking on the United Nations Development Programme's (UNDP) Human Development Index (HDI) by 2035. To achieve its objective (described in a national strategy document called the Wawasan 2035), Brunei's economy needs to grow by 6% to 7%. Is setting an HDI target a good way to govern Brunei's policy‐making? Is it a good way to govern any country's policy‐making? In this article, we look at the role of HDI‐rank targets in economic and fiscal policy. We show that such a headline target (much like a profit target in a private company) automatically sets targets for growth in various economic sectors and fiscal policy targets. As such, HDI‐rank targeting may provide a useful mechanism for co‐ordinating development policies and for monitoring progress against a wide range of development goals using only one number.  相似文献

Research on young people's political socialization has had an adult-centered top–down bias in which young people are considered incomplete and in need of the right upbringing. The article attempts to balance this bias. The aim is to introduce and argue for another normative approach – situational political socialization. Four theoretical elements constitute its basis: (1) the political, (2) contingency (the principle of the public sphere), (3) space and place, and (4) situation. In the contingent western digital media society marked by cultural dissemination, individualism, and the erosion of traditional institutions, situational political socialization represents a normative basis for a research approach which is open, action-oriented and contextualized, viewing young people as political actors in their own right.  相似文献

新近学界泛起将食品安全犯罪的法律归属调整到危害公共安全罪的观点,其立论的最大“法宝”在于食品安全犯罪侵害了不特定多数人的健康生命权,即公共安全。其实,“危害后果严重”不是判断主要客体的依据,食品安全犯罪的法律归属取决于其行为特性和本国立法价值取向及立法传统。食品安全犯罪与传统的危害公共安全罪不具有兼容性,将其归属于生产、销售伪劣商品罪并无不妥。  相似文献

Drawing from the theory of policy voting, this study examines the impact of opinions about gay rights on voting for presidential candidates. Qualitative analysis of the major party platforms and candidate campaign rhetoric from the six presidential elections held between 1988 and 2008 indicates that Democratic and Republican presidential candidates began openly expressing opposing positions on gay rights issues in 1992. Quantitative analysis of public opinion shows that, starting in 1992 and continuing through 2008, gay rights issues became more salient to the public, and opinions about gay rights began to exert a significant effect on vote choice. The study concludes with a discussion of the partisan forces that shaped the electoral significance of gay rights issues during the period from 1988 to 2008 and speculation about the role of gay rights issues in shaping future partisan electoral strategy.  相似文献
